Proposition 5, the Nonviolent Offender Rehabilitation Act (NORA), safely reduces prison overcrowding. It creates drug treatment programs for youth, where none now exist. For nonviolent offenders and parolees, Prop. 5 provides treatment and rehabilitation programs with close supervision and strict accountability.

Prop. 5 builds upon the successful drug treatment programs created by voter-approved Proposition 36 (November 2000). The nonpartisan Legislative Analyst estimates that Prop. 5 will save California $2.5 billion by reducing incarceration of nonviolent offenders. Vote Yes on Prop. 5!
